植入公平与环境的人类发展指数构建及其主成分分析

摘要:

发展意味着变好。“好”是一个伦理概念,如果没有对什么是“好”的准确理解和界定,就无法科学定义和衡量人类发展。公共价值视角下,回溯经济学的伦理学和工程学渊源基础,有助于对人类发展进行科学定义;解构并剖析人类发展指数HDI中的公共价值维度,遵循其逻辑与方法,编制经过公平和环境调整的IEHDI,据此对世界各经济体进行重新排名和评价;运用主成分分析,对经济基础如何“决定”上层建筑进行理论阐释。人类社会存在多个价值维度,企业家创造经济价值,而政府和公共部门同样可以创造公共价值,人类发展是各种公共价值的全面和协调进步。

(3)由于基尼系数Gini是一个负向指标,越大表示越不好,所以本研究用GIN=1-Gini代表公平因素,其最大值为乌克兰(UKR)0.75,最小值为南非(ZAF)0.37,参考HDI的方法,我们将GIN的最小值设定为0.2,最大值设定为0.8。EPI的编制者已经对其进行调整,最大值为瑞士(CHE)0.87,最小值为布隆迪(BDI)0.27。

(4)为了和2018年的HDI数据匹配,本研究选择2018年的EPI数据,见https://sedac.ciesin.columbia.edu/data/collection/epi/sets/browse。经过整理后的清洁数据可向作者获取。
